In 1971, a group of individuals and church clergy who cared about the development of Hong Kong and advocated for a fair and equitable social system established the Society for Community Organization (SoCO). Through organising the affected communities, SoCo promotes the respectfulness for civil rights, civic equality, and the development of civil rights.
The primary beneficiaries of SoCO's services are a group of people in society who are discriminated against or overlooked and generally living in poverty, with their basic living and human rights not fully guaranteed. SoCO recognises that behind Hong Kong's prosperity, there are many forgotten communities, including residents of cage homes and subdivided flats, homeless individuals, ex-offenders, mental health recovery patients, grassroots citizens, impoverished children, elderly from lower-income backgrounds, new immigrant families, patients and families affected by medical accidents, as well as individuals whose human rights are violated. Their civil rights have not been effectively implemented due to institutional gaps or imperfect social policies. SoCO has been organising the affected communities, training residents, and initiating a series of social actions to help them build confidence, understand their rights, and dare to voice policy issues to the government. By uniting the originally marginalized groups, they become a powerful force for improving an unfair social system. SoCO also engages in poverty alleviation work within the community, providing support services to the grassroots and mobilizing social resources and citizens from all walks of life to participate in poverty alleviation efforts.
SoCO has been advocating, promoting, and operating various community transitional housing programs since 2016. They also advocate for the effective use of short-term unused urban land to increase the supply of transitional housing, directly improving the living environment of citizens who are waiting for public housing in unsuitable dwellings. These citizens include those living in subdivided flats, partitioned rooms, bed spaces, dormitories, rooftop dwellings, and other inadequate housing conditions. SoCO aims to alleviate the economic pressure on grassroots individuals by providing suitable and safe living spaces at affordable rents, while safeguarding their basic housing rights and enhancing their quality of life. Currently, SoCO operates around 400 units and accommodations, serving approximately 800 grassroots individuals.
"Blossom Residence" is the second transitional housing project under SoCO. It is located at the junction of Yau Ma Hom Road and Cheung Wing Road, Kwai Chung. The building has four floors and a total of 220 units. It is equipped with social work management, property management, indoor activity rooms, outdoor recreational and fitness facilities, and other supporting amenities.
263 pieces of solar photovoltaic(PV) panels were installed on the rooftop of the Blossom Residence, with a system capacity of 144.65 kWp and the estimated power generation in the first year was 129,061 kWh.
